Each year, Earth Ministry/WA IPL raises up the moral voice for environmental justice in the Washington State Legislature. We give you the tools to speak up as a faithful advocate by sharing your story with legislators in support of strong policies for environmental justice.
This year’s “long” legislative session begins on January 13 through April 27th, lasting for 105 days. Public participation in the legislative process will continue to be hybrid, which means that advocates from across the state can participate in passing important and critical legislation.
Earth Ministry/WA IPL values collaboration and our priorities are selected through participation in coalition spaces, such as the Environmental Priorities Coalition and in dialogue with partners, especially Front and Centered, who are leading the movement for environmental justice in Washington State.

2025 Priority Bills
CURB (Cumulative Risk Burden) Pollution Act
HB 1303/SB 5380
No matter who you are or where you live, we all deserve to breathe clean air, drink clean water, and be safe from toxic pollution. But across Washington State, communities of color and Indigenous peoples carry the greatest burden when it comes to environmental pollution, affecting their health, well-being, and life expectancy. This bill applies the HEAL Act to health-impacting pollutants in overburdened communities first.

Recycling Reform Act
HB 1150/SB 5284
Worldwide, we produce almost 400 million tons of plastic waste annually—and nearly half of all plastic produced is intended to be used just once and thrown away. Washingtonians experience this problem first-hand with plastic and other materials littering our neighborhoods, shorelines, and parks, filling landfills to capacity, and harming wildlife. And it doesn’t stop with plastics, we are inundated with excess packaging, especially single-use items.

Protect Clean Trucks
We’re on the right path towards a healthier climate and cleaner air, but we need to hold true to our goals and promises.
Transportation is still our largest source of climate pollution. It’s stubbornly 40% of our total greenhouse gas emissions and the cause of health and respiratory problems and disease.

Coming off the resounding defeat of Ballot Initiative 2117 in 2024, the WA State Legislature is facing a multi-billion dollar deficit in its General Operating Budget. This rule would ensure that CCA funds go towards new investments in projects that reduce harm to frontline communities, reduce pollution and green house gas emissions across the state, and work to restore biodiversity throughout our waterways.
